Title: TSM LT04 Tapes showing FULL but only have small amount of data

We have several LT04 tapes that show as  being 100.0 % full but only containing small amounts of data.  Is there any way to do reclaim with these tapes being FULL?  We run reclamation on a regular schedule but it does not appear to affect these tapes.
